The Bay Area Air Quality Management District (Air District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. The Air District accomplishes this goal through regulation of industrial facilities and various outreach and incentive programs designed to encourage clean air choices.


The Air District's jurisdiction encompasses all of seven counties -
Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.

The Air District is currently accepting applications for the position of Media Manager in the Communications Office. This is an open recruitment for one (1) full-time, exempt, management position. This position reports to the Communications Officer.

What you will do:
The Media Manager plays a vital role in advancing the mission and objectives of the Air District through strategic media planning, management, and execution. This position is responsible for overseeing all aspects of media relations, ensuring effective communication with internal and external stakeholders, and enhancing the organization's visibility and reputation through various media and digital channels. The Media Manager collaborates closely with the Director of Communications and other key stakeholders to develop and implement comprehensive media strategies that align with the Air District's goals and priorities.

Incumbents in these positions make decisions which impact the daily operations and implementation of established procedures and policies of the related sections and solve problems requiring analyses of issues that may result in deviations from routine processes, new technology and/or additional resources.

DISTINGUISHING CHARACTERISTICS

Incumbents in this class assume responsibility for one or more section(s), programs or functional areas. Incumbents make decisions which typically involve program planning and directing, as well as, organizing new and future resource needs. Manager is distinguished from Director/Officer in that the latter has overall managerial responsibility for multiple sections or functional areas of a division. This class is further distinguished from Assistant Manager in that the latter has responsibility for one or more programs or functional areas and responsibility overseeing complex, diverse programs or services.

  • Serve as the primary point of contact for all media inquiries related to air quality, program and agency issues.
  • Cultivate relationships with journalists, reporters, and media outlets to ensure accurate and timely coverage of Air District initiatives and activities.
  • Oversee the drafting press releases, advisories, statements and social media posts to announce important updates, events, initiatives, or policy changes within the Air District.
  • Monitor media coverage related to air quality issues, regulatory developments, and public perceptions.
  • Stay informed about relevant news stories, editorials, and social media conversations to identify emerging trends and potential areas of concern.
  • Crisis Communication: Develop and implement crisis communication/incident response plans to effectively respond to air quality emergencies, incidents, or public health concerns.
  • Coordinate with internal stakeholders and external partners to disseminate accurate information and address media and public inquiries in a timely manner.
  • Manage the Air District's social media accounts (e.g., Twitter, Facebook, Instagram, etc.) to engage with the media and public, share important updates, and raise awareness about air quality issues. Oversee the development of compelling content, including graphics, videos, and infographics, to enhance the Air District's online presence and reach a broader audience.
  • Coordinate public outreach campaigns to promote awareness of air quality issues and encourage public involvement in improving air quality.
  • Oversee development of multimedia content, including articles, blog posts, newsletters, and educational materials, to inform the media and public about air quality issues, regulatory compliance, and pollution prevention strategies.
  • Collaborate with subject matter experts to ensure content accuracy and relevance.
  • Contribute to the development of strategic communication plans and messaging strategies to advance the Air District's goals and objectives.
  • Identify target audiences, communication channels, and performance metrics to measure the effectiveness of communication efforts.
  • Coordinate or provide media training and coaching to Air District staff and spokespersons to enhance their communication skills and ability to effectively interact with the media. Conduct mock interviews and simulations to prepare personnel for media interviews and inquiries.
  • Track and analyze media coverage, social media metrics, and public feedback to evaluate the impact of communication initiatives and identify areas for improvement.
  • Manages a media relations team composed of PIO's (Public Information Officers) in conducting media outreach and interviews related to Air District programs;
  • Coordinates all media inquiries for the Air District;
  • Represents the Air District at meetings, conferences and workshops;
  • Works closely with organizations, public health organizations, the public, public agencies and others who are concerned with Bay Area air quality issues and the effects on human health;
  • Meets with a variety of reporters, members of environmental justice organizations, community groups, industry, and government agencies regarding air quality, environmental and social issues/concerns and provides feedback and recommendations to Air District staff;
  • Uses tact and diplomacy to effectively address and respond to sensitive, critical and sometimes contentious situations;
  • Develops and implements goals, objectives, procedures and work standards for media relations;
  • Acts as liaison and serves as coordinator for a variety of Air District staff regarding media efforts and issues;
  • Develops, evaluates and negotiates contracts for professional services for media related services and oversees contract compliance;
  • Directs, assigns, reviews and evaluates the work of assigned staff;

Minimum Qualifications


Education and Experience:

A typical way to obtain the knowledge and skills is:

Equivalent to graduation from a four (4) year college or university with major coursework in Communications, Journalism, Sociology, Public Administration, Environmental, Behavioral or Health Science, or a closely related field; and four (4) years of experience in developing and administering environmental programs, of which at least two (2) years were at lead or supervisory level.

A graduate degree in a relevant field may be substituted for up to two years of experience on a year-for-year basis.


Note: The education and experience requirements stated above are a typical way to meet the minimum qualifications for this position, however, other combinations of education and experience may be considered.


Other Requirements: Must be willing, and able to work and participate in evening and weekend community events and meetings. In addition, after hours, weekend and holiday work to assist with incident response or significant air quality events to inform the public and media may be required, as necessary.
